Founder & Lead AI Architect

Sierra Napier-Leach

MPA · Founder, EVO3 Agentic Systems

"Scale is meaningless if the human feedback loop is broken."

I founded EVO3 on a career built entirely on self-taught expertise and institutional rigor — from Senior Data Analyst at the City of Fort Lauderdale, where I grew from analyst to senior analyst through practice and necessity, to Senior Performance & Data Analyst in the Office of the City Administrator and Mayor of Washington D.C., translating complex operational data into executive-level insight. From there: Executive Analyst at Accenture, then Data Manager within WMATA's board-level Digital and AI Ecosystem initiative, where I spent three-plus years championing Human-Centered Data at one of the country's largest public transit authorities.

Long before the layoff that gave me the runway to launch EVO3 full-time, I had spent four years studying the AI shift from the inside — taking every course I could find, from Harvard's CS50 AI with Python to MIT xPRO machine learning coursework to programs through Columbia Business School Executive Education — not chasing credentials, but chasing understanding. My MPA and B.S. in Journalism & Mass Communication gave me the systems thinking and communication fluency. Four years of self-directed AI study gave me the architecture.

EVO3 is the company I had been building in my mind for years. When you work with us, you get direct thinking, hard-earned frameworks, and our full attention on your real problem.

Career & Credentials

The Path That Built EVO3

Education North Carolina A&T State University

B.S. Journalism & Mass Communication

Developed a sharp command of narrative structure, public communication, and audience analysis — the human side of how information moves through systems.

Graduate Education University of North Carolina at Greensboro

Master of Public Administration (MPA)

Studied institutional governance, policy analysis, and public management — building the structural thinking that now underpins every HITL framework I design.

Public Sector · Self-Taught City of Fort Lauderdale, Dept. of Sustainability & Development

Senior Data Analyst

Built data skills from scratch through practice, public-sector necessity, and relentless self-teaching — no formal data science degree. Rose from analyst to senior analyst on skill and results alone, delivering data-driven insights for city sustainability and development operations.

Executive Government Analytics Office of the City Administrator & Mayor, Washington D.C.

Senior Performance & Data Analyst

Elevated to executive-level analytics at the seat of D.C. city government, translating complex operational data into performance insights for the city's highest leadership. Developed the discipline of making data intelligible — and actionable — to decision-makers who don't live in spreadsheets.

Enterprise Consulting Accenture · Washington, D.C.

Executive Analyst

Embedded inside complex federal and institutional client engagements, translating high-stakes data and operational challenges into actionable executive strategy at one of the world's largest consulting firms.

Public Sector Leadership · 3+ Years Washington Metropolitan Area Transit Authority (WMATA)

Data Manager

Operated within WMATA's board-level Digital and AI Ecosystem initiative, managing data strategy for one of the country's largest public transit systems. Championed Human-Centered Data principles — ensuring that every dataset served the real people relying on the infrastructure, not just the spreadsheets.

Self-Directed AI Study · 4 Years ~2021–2022 Onward

Avid, Self-Directed AI Learner

While still at WMATA, Sierra recognized the enterprise shift toward AI through her expertise in trends and analysis — and started quietly studying it long before most of her peers noticed the shift coming. She pursued coursework from the world's top institutions, not chasing credentials but chasing real understanding:

Not chasing credentials — chasing understanding.

2026 — Present EVO3 Agentic Systems

Founder & Lead AI Architect

Founded EVO3 following a January 2nd, 2026 institutional layoff — converting four years of self-directed AI study and a decade of public-sector data leadership into a specialized agentic AI studio. Designs multi-agent architectures, HITL governance frameworks, and agentic workflow systems for clients who need AI that keeps humans in control.

"Human-Centered Data" — Putting People at the Core of Data Strategy

Sierra was featured by Public Sector Network for her work championing a Human-Centered Data approach — a framework she developed through her years managing data at WMATA, where the gap between institutional data systems and the real humans depending on them became impossible to ignore. The recognition reflects a core principle that runs through all of her work: data isn't an asset until it serves real people.

How We Work

Leadership Philosophy

Four principles drawn from a decade of building human systems inside public institutions — now the architectural spine of every EVO3 engagement.

Human Systems First

Every agentic workflow must serve the people operating it — not the other way around. I learned this at WMATA: the best data system in the world fails if the people it's meant to support can't trust it or use it.

Governance as Architecture

Human-in-the-Loop oversight isn't an afterthought — it's the structural spine. I design approval gates, audit trails, and intervention protocols into the foundation of every system, not bolted on at the end.

Innovation Needs Structure

Creativity scales when it's given the right guardrails and trust. I saw this in public administration: the most innovative institutions weren't the ones with the fewest rules — they were the ones with the clearest governance.

Explainability as a Standard

Every agent decision must be traceable and understandable by its human overseer. If a system can't explain what it did and why, it hasn't earned the trust it's being given. Full stop.
